The District of Columbia (and other states) enacted legislation that requires all District residents to have minimal essential healthcare coverage, or have a coverage exemption, or pay a tax penalty for tax years ending on or after December 31, 2019. DC employers who have 50 employees and at least one (1) DC resident covered under their plan, must sign up and file information returns with the Office of Tax and Revenue (OTR).
